ConEd prepped for big storm, got even bigger one

NEW YORK (AP) ? Blame a very high tide driven by a full moon, the worst storm surge in nearly 200 years, and the placement of underground electrical equipment in flood-prone areas for the most extensive storm-related power outage in New York City's history.

It's like what happened at the Fukushima nuclear complex in Japan last year ? without the radiation. At a Consolidated Edison substation in Manhattan's East Village, a gigantic wall of water defied elaborate planning and expectations, swamped underground electrical equipment, and left about 250,000 lower Manhattan customers without power.

Last year, the surge from Hurricane Irene reached 9.5 feet at the substation. ConEd figured it had that covered.

The utility also figured the infrastructure could handle a repeat of the highest surge on record for the area ? 11 feet during a hurricane in 1821, according to the National Weather Service. After all, the substation was designed to withstand a surge of 12.5 feet.

With all the planning, and all the predictions, planning big was not big enough. Superstorm Sandy went bigger ? a surge of 14 feet.

"Nobody predicted it would be that high," said ConEd spokesman Allan Drury.

At one point, nearly 1 million ConEd customers lost electricity in and near the city ? a record number for the utility. And the troubles didn't end as the storm slowly moved off. Con Ed said problems to its high-voltage systems caused by the hurricane forced the utility to cut power to about 160,000 customers in Brooklyn and Staten Island on Tuesday night.

But the signature event came when a surge of water pushed forward by the storm's winds poured over the banks of the East River near the substation on 13th Street.

As water poured into the substation Monday night, the blinding flash of an explosion lit the most famous skyline in the world. A huge section of the city that never sleeps fell into darkness.

It's exactly what a proactive ConEd hoped to avoid by shutting down three similar power networks in Manhattan and one in Brooklyn in advance of the storm surge.

However, the combination of circumstances, notably an extraordinary high tide, pushed massive amounts of water deep into the city. The underground infrastructure was suddenly vulnerable.

As the storm's predicted path zeroed in on New York City, ConEd brought on extra work crews and laid plans to shut down some underground equipment in lower Manhattan and other parts of the city.

By late Monday afternoon, the utility started to notify Manhattan customers south of 36th Street that power might be shut off if underground equipment was flooded with corrosive, destructive seawater. The company gave the same heads-up to some customers in Brooklyn, Queens and the Bronx.

By mid-evening, though, conditions had worsened. More than 150,000 customers in New York City and Westchester County were already off grid. The utility began turning off the power, as a precaution, to a section of lower Manhattan, including Wall Street, in an attempt to stem damage. Shortly afterward, the company began cutting electricity in parts of Brooklyn too; a total of 220,000 other customers were already in the dark.

Less than an hour later, more equipment flooded, sparks flew, and the blast boomed across the East River and throughout lower Manhattan from what ConEd believes was a circuit breaker at its flooded substation.

The flooded equipment had failed.

When live electric equipment is inundated with salt water, electricity escapes every which way, sending sparks flying and damaging equipment. "You see a huge blast just from the short circuit," says Arshad Mansoor, senior vice president for research and development at the Electric Power Research Institute, an industry-funded research group.

As day broke Tuesday, the company was busily assessing damage and fixing equipment. But downed trees and wires, as well as lingering flood waters, made it hard for repair crews to reach some areas. The utility was able to get at least 140,000 customers back on the grid within several hours.

But hundreds of thousands of others hunkered down for a longer outage. ConEd said customers served by underground equipment should be restored to service in four days. Those who get power from overhead lines are expected to wait a week. That's because there are so many fallen lines.

The most densely populated parts of the city, mostly in Manhattan and Brooklyn, are served by underground transmission wires. These offer protection from wind and falling tree limbs that plague overhead wires and make the suburbs far more vulnerable to outages.

But underground wires can flood and be more difficult to repair, especially in low-lying areas. It can be harder for workers to get to the wires because manholes flood. When water recedes, it can be harder to find problems, pull out wires and equipment, dry them, fix them, and slide them back into place.

The damage assessment could take days to complete.

To engineers like Joannes Westerink, a University of Notre Dame researcher who is working on a computer model for future New York City storm surges, this was all predictable.

"You build infrastructure too low, and you run into trouble," he said. "It's a recipe for disaster."

He said it's well known that New York City had spread to ever-lower zones in modern history. He cited Battery Park at the tip of Manhattan as a dramatic example.

ConEd could likely have shut down more networks served by the 13th Street substation before the storm arrived, but that would have meant cutting power to tens of thousands of people and critical facilities like hospitals. Even though hospitals have backup power generators, they too can fail. Generators at New York University Langone Medical Center went down Monday night, and patients were evacuated.

"You have to make the decision to shut off power to a substation very, very carefully, especially if it serves critical facilities," Mansoor said. The decision can turn into a lose-lose situation.

Despite the latest damage, Mansoor called the New York City system the most reliable in the world because it's normally well protected from weather and set up with backup equipment. That protects the city from minor disruptions and helps keep major disruptions from cascading through the city.

No system, he said, can be designed to withstand every storm, no matter how severe.

Carol J. Friedland, a Louisiana State University engineer who has studied the impact of flooding on electrical systems, said more measures should be taken to protect equipment in low-lying places. For example, sea walls can be raised, and equipment can sometimes be relocated.

"My personal opinion ... is that there should be more resilience built into these types of infrastructure, because when the power goes out, it disrupts the entire community," she said.

Massoud Amin, a University of Minnesota electrical engineering professor who has studied power outages, said the storm underscores the need to improve the nation's electric grid by stringing more high-voltage wire and using modern sensor technology to spot problems sooner, isolate damage, and speed recovery from outages.

"Our electrical infrastructure system is a marvel of engineering for the last century," Amin said. "The grid operators and the power companies are doing the best they can."

It is too soon to say if anything more could have been done to keep the New York City grid working. Under state regulations, ConEd will be required to file a report on the outage to the New York State Department of Public Service within 60 days of power restoration. That agency's staff will evaluate how problems were handled and if improvements can be made for the future, according to agency spokeswoman Pamela Carter.

Once upon a time, nymphs, sprites, and spirits ruled every?cavern, tree, field, and brook, and a meal was plucked from?a bush, scooped from the mud, or carved from the carcass?of some unfortunate creature. Then everything changed.?A tribe of infidels and heretics decided it could no longer?leave something as important as breakfast, lunch, and dinner?to the vagaries of chance and the whimsy of the gods. These revolutionaries drained lakes, rerouted rivers, chopped down?forests, and slashed straight into the guts of Mother Earth.?They were the first farmers.

Ten thousand years of meddling with food has not made the?meddling any more popular, even if the history of civilization?has hinged on the science of food. Assyrian bas-reliefs and?Sumerian cuneiform tablets depict artificial pollination?and manipulating the sex life of plants was one of the first?technological feats that enabled our world of abundant fruits?and vegetables, meat, bread, and chocolate.

What set the earliest agriculturalists apart from the even?earlier hunter-gatherers? As the first farmers denuded nature,?hoarded seeds, and engineered crops, they most likely appeared?to be mad scientists, coaxing mutant monsters from the black?earth. Of course, we no longer think very much about the fact?that almost everything we eat has been?domesticated and that?domestication implies a history of human intervention. In fact,?most people are unaware that the typical supermarket and?green market varieties of apples, oranges, lettuce, and raspberries are not at all the same as their wild cousins.

Domesticated fruits and vegetables are generally larger?than their undomesticated counterparts. They are sweeter and?more aromatic. Compared to their great-great-grandparents,?modern fruits and vegetables have lost their fuzz, their fiber,?their thorns, and their puberty. A modern tomato?heirloom,?organic, process, vine-ripened, or otherwise?bears little?resemblance to its puny, sour, undomesticated relations that?sprout in the Peruvian Andes. Tomato breeding has changed?tomatoes down to the DNA, and the successful varieties that?have found their way into our supermarket carts have been?cloned and cloned again.

The red jungle fowl of Thailand eventually became a Perdue chicken. The extinct aurochs of the Fertile Crescent?eventually became Holstein cows. The primeval apples of?Kazakhstan eventually became Gala and Red Delicious.?Ancient tillers of the earth needed at least 300 years to domesticate corn and more than 1,000 years to?domesticate wheat. But no one really knows how weeds first?became crops.

Did mongrel grains serendipitously meld together and?sprout from the sewage dumps of sedentary fishing tribes?(a current theory), or was the domestication of wheat grasses,?pomegranates, and fig trees a willful act of genius? The most?ancient of these technologies created new forms of life. And?our fear of Frankenstein predates Mary Shelley's monster.??In? The Winter's Tale, William Shakespeare laced Perdita's?voice with anxiety and disgust as she condemned "Nature's?bastards," new varieties of flowers created by Elizabethan?methods of artificial pollination. Not to worry, argued Polixenes, for "Nature is made better by no mean / But Nature?makes that mean; so over that art / Which you say adds to?Nature, is an art / That Nature makes."

(AP) ? The extent of the European car industry's troubles was laid bare Wednesday, when France's government tossed a financial lifeline to the continent's No. 2 automaker, Peugeot Citroen, and Ford said it would shut a plant in Belgium, cutting 9,500 jobs.

Experts say France's ?7 billion ($9.1 billion) bailout, a three-year loan guarantee, represents a desperate attempt to avoid the sort of layoffs that companies like Ford are slowly accepting as inevitable.

The problem is the region's carmakers are selling too few cars in Europe, where the financial crisis has caused demand to dry up, and have too many factories. Even Germany's automakers, which had weathered the economic downturn relatively well, are not immune.

"The actions that should have been taken three years ago are starting to be put into place," said Tim Urqhart, senior analyst at IHS Automotive. "It speaks to the gravity of the situation and the seriousness of where things are."

In return for the Peugeot bailout, France's Socialist government asked for greater influence at the carmaker, including a government position and a workers representative on a supervisory board. That would help it avoid job cuts at a time when unemployment is stuck above 10 percent.

"My government has no intention of just giving, of offering a gift without anything in return," Prime Minister Jean-Marc Ayrault said on French radio station France Inter.

Peugeot, which says layoffs are key if the carmaker is to recover, faces a Nov. 15 deadline in its negotiations with the government over how to handle job losses.

It's the first French intervention in the industry since a ?6 billion loan package to Peugeot Citroen and Renault in 2008-2009 when the economy was reeling from a financial crisis that triggered a global recession.

But the European car industry didn't undergo the dramatic overhaul that U.S. bailouts prompted among its carmakers. Peugeot Citroen has struggled since, and is especially vulnerable to the downturn in southern Europe, which makes up more than half its sales and shows no signs of emerging soon from widespread debt problems.

Ford, which expects to lose more than $1 billion a year in Europe, has been pursuing plant closures and layoffs more aggressively.

The company, which sells a quarter of its cars in Europe, announced Wednesday the closure of a car plant in eastern Belgium ? one of its main European factories ? by the end of 2014. It will result in 9,500 direct and indirect job losses.

"This is taking us by surprise and is an extremely bitter pill," Christian Democrat union representative Johan Lamers told The Associated Press in Belgium.

Fears were mounting that the axe may also soon fall in Britain as trade unions at Ford's Southampton plant have been called in for a meeting with management on Thursday.

Ford's move, which still must be negotiated with Belgian employee unions, is far swifter than anything General Motors has been able to accomplish in Europe during the most recent economic downturn. GM also wants to cut its factory capacity in the region and is in negotiations with unions to shutter a plant in Bochum, Germany, in 2017. GM's last factory closure in Europe was an Opel plant in Antwerp, Belgium, in 2010.

GM is also trying to consolidate costs with an alliance with Peugeot: They announced the joint development of four automobile lines to be released in 2016 on Wednesday, saying the alliance would save them $2 billion by 2017. The joint Peugeot- GM program will make a small van for GM's Opel and Vauxhall brands and serve as the basis for a compact crossover vehicle for Peugeot. They'll also develop a new, low-emissions small car and work together on mid-size cars and small vans.

But built into the alliance's four-year timeline is an assumption that the European market will soon bottom out.

"They have overcapacity and big dependence on the European market," Urqhart said.

And even France's latest plan is not guaranteed. European Union regulators generally frown on state intervention into industry, although during the 2008-2009 financial crisis they gave swift approval to France's previous bailout.

Joaquin Almunia, the European Union competition commissioner, said the EU has not yet been formally notified of the latest plan for Peugeot but said the governing body would assess it carefully. Peugeot's CEO Philippe Varin said the government guarantee was at market rates and he expected the EU to look favorably on it.

"The health of (Peugeot) is critical for France," Varin said.

Figures released Wednesday illustrated the problems Peugeot is facing. Sales fell 3.9 percent in the third quarter to ?12.93 billion from ?13.45 billion in the same period last year. Automotive division sales were down 8.5 percent, hurt especially by a weakening European demand and the suspension of deliveries to Iran. Sales increases in China and Russia shored up the company, as has the expansion of the GM alliance.

Peugeot's shares are down more than 60 percent since the beginning of the year, and dropped further on Wednesday. The company will offer no dividends for the term of the bailout, and executives will receive no stock options during that time.

"The main thing the government wants in return, it's really a change in governance" at Peugeot, said Najat Vallaud-Belkacem, the government spokeswoman.

Luxury carmakers such as Germany's BMW AG or Volkswagen AG's Audi brand have generally coped better than the mass market producers, but Daimler AG on Wednesday reported lower third quarter earnings and lowered its full-year outlook.

The maker of Mercedes Benz cars saw its net profit declining 11 percent to ?1.20 billion ($1.6 billion) from ?1.36 billion a year ago amid flat unit sales. The full-year operating profit outlook was lowered to ?8 billion, down from last year's ?8.8 billion.

In Italy, one of the worst-hit by the economic crisis, car sales have sunk to 40-year lows, hurting the earnings of another regional giant, Fiat, the owner of Chrysler. Its CEO, Sergio Marchionne, has abandoned a proposal to invest ?20 billion in Italy because of weak demand and is expected to announce soon its plans for production at Italian plants that have been idled for weeks.

Robert Schulz, an analyst for Standard & Poor's who covers Ford and General Motors, said automakers in Europe are going to have to drastically adjust expectations to determine "what a new normal is" after six years of decline.

"Sales are going to be down in Europe," he said. "Whatever excess capacity they have is only going to get worse."

Galactic snack time: Stream of stars slowly being ingested by the Milky Way

ScienceDaily (Oct. 25, 2012) ? Using the Sloan Digital Sky Survey, researchers have discovered a band, or stream, of stars believed to be the remnant of an ancient star cluster slowly being ingested by the Milky Way, Earth's home galaxy.

"The Milky Way is constantly gobbling up small galaxies and star clusters," said Ana Bonaca, a Yale graduate student and lead author of a study forthcoming in Astrophysical Journal Letters. "The more powerful gravity of our Milky Way pulls these objects apart and their stars then become part of the Milky Way itself."

Researchers have previously found evidence of the Milky Way eating up dwarf galaxies. Bonaca argues that the newly found stellar stream is the remnant of a star cluster rather than of a larger galaxy, because the stream is very narrow.

"Our discovery is more of a light snack than a big meal for the Milky Way," says Marla Geha, associate professor of astronomy at Yale and a co-author of the study. "Studying this digestion process in detail is important because it gives us new insight into how all galaxies form and evolve."

The new band of stars, or stellar stream, it is the first of its kind found in the southern Galactic sky, a region that has been hard to examine due to a relative lack of deep-sky imaging there. Deeper imaging enables astronomers to detect fainter stars.

Named the Triangulum stream, the newly discovered stellar stream could also help astronomers reconstruct how the Milky Way's mass is distributed, further revealing its dynamic structure.

Galaxies are believed to form hierarchically through the merger of smaller galaxies and still smaller star clusters. Stellar streams form as they are ripped apart by the gravitational force of galaxies. This process may be the primary way galaxies such as the Milky Way grow in mass, the researchers say.

Triangulum was found by searching a region recently surveyed by the Sloan Digital Sky Survey III (SDSS-III), an international collaboration that is mapping the sky through wide-field photometry.

Bonaca, Geha and co-author Nitya Kallivayalil, a Yale postdoctoral fellow, relied specifically on the survey's Data Release 8, which included information about vast new areas of the southern galactic sky.

Research support was provided by the National Science Foundation and the Alfred P. Sloan Foundation.

Hello! I have a backlog of something like 300 unanswered questions in my inbox. I also have some travel, work deadlines, and life stuff that mean I will not be posting here or checking blog-related email until early November. I will try to clean out the spam filter every other day or so, but I?m not even planning to read comments all that closely. Be nice.

Someone requested an open thread to talk about the next 6 months of holidays, from Halloween roughly through Valentine?s Day, and the collection of family stuff, travel, stress, and anxiety that crops up around this time of year. Let this be that open thread. The question below is extremely related.

Hello Captain Awkward!

My question is relatively simple, I suppose.? Can you (or the CA Community) help me come up with some scripts for well-meaning friends & family who are guilt-tripping me about my Chosen Profession?

Every one always speaks very highly of?Nurses?as a group, but it turns out when you are one, your (or at least, my) friends and loved ones can be easily divided into two camps.? Those who Understand that This is What Being in the Medical Field Entails, and Those That Do Not.? Specifically as it pertains to my work schedule.? My job is not a 9-5 Monday to Friday position.? I do not get weekends or holidays off, because people still need medical care on those days.? I have an amazing bio family that I adore spending the holidays with, but every year I catch flak because if I?m assigned to work one of those shifts (we are REQUIRED to work AT LEAST one, in the interest of fairness to my fellow?nurses) I don?t try to get someone else to cover my assigned holiday shift.? Even my close friends will make comments like ?I hate your schedule, I never get to see you!? if it?s my month to work weekends.? I love my job and yes, there are parts of it that are annoying, just like every other job I?ve ever had.? But I?ve stopped venting those little annoyances to my non-nursing friends because I?m sick of hearing ?You could always look for a normal job, with normal hours.? Then we?d get to see you more and you wouldn?t have to do such gross things!?

I don?t WANT another job, I love being a?nurse!? I just want them to stop trying to make me feel guilty about my non-traditional schedule, and the differences in work culture that dictate if I?m scheduled to work Christmas Day, it is TACKY AS HELL to try and get someone else to work it for me.

They told me?nursing?was a difficult profession in school.? They just didn?t mention that Team Me might need some kind of Rosetta Stone for?Nursing?afterwards.

Earlier this year I had someone badger me for several weeks about coming to an event that I did not want to go to, up to and including asking my boyfriend if we were free that night and then coming and telling me it was okay, I could come now because s/he?d checked with him and he?d said he didn?t know of any other plans we had that night. (Boyfriend, being no fool and also not my owner, agreed to exactly nothing without consulting me).

It?s nice to be wanted! It?s nice to be invited! Even an ?Aw man, I was really looking forward to seeing you. Next time?? would not go awry. But it?s not nice to be badgered and coerced and then told that your explanations, if you offer them, are not good enough explanations and have your attendance (or non-attendance) treated as a referendum on the entire relationship and a reason to blame you for not caring enough.

This especially drives me crazy when I need to leave an event. ?Where are you going? You caaaaaaaaaan?t leave! Stay!? ?Since moving to the South Side I live an extra hour away from everywhere, and my train line doesn?t run all night, so unless you want to drive or pay my $30 cab fare to Little Village at three in the morning, let my people go, ok?

I?m lucky to have friends who are super-chill and understanding and non-coercive about this stuff. The exceptions are few and far between, and the people involved are awesome and much loved by me and I recognize these are, overall, Good Problems. Still,??no? is a complete sentence. Even with people you really like and generally want to spend time with!

The reason for ?no? could be:

  • Have to work.
  • Don?t feel like doing whatever it is.
  • Introvert. Used up all my spoons for the week.
  • Blocked that night out to catch up on other stuff.
  • Have a prior commitment.
  • Feel like there?s a prior commitment that I forgot to put on the calendar, need to double-check before committing to anything.
  • Can?t afford whatever it is so politely declining. (Sorry, recent family wedding! And Christmas! And the Christmas before that!)
  • Need to be up early the next day.
  • Friends in town.
  • Ate something weird, need to stay close to home toilet.
  • ____________________. (Choose your own!)

We?ve got to knock this off, you guys. If you like the person and you trust the person, then trust their reasons and don?t push them or punish them.

Now, reciprocity is important in relationships. I believe that people who like you will act like they like you. So if someone declines many invitations in a row without making a move toward inviting you somewhere or without explaining, and this bothers you and makes you wonder about the health of your relationship, there are a couple of things you can do:

1) For someone you just met, a passing acquaintance, or someone you?re trying to date/bone, just accept no answer as the answer and back off until they initiate something. A good rule for someone you are just getting to know is contact/invite twice, and if you don?t get any effort from the other person, back off until they contact you.

2) For someone you?re close to but feel like you might be drifting away from, reach out via email or phone or online chat or text and just talk to them for a bit. Not necessarily about ?OMG, where are you lately?? (aka ?guilt trip?) but just, ?Hey, what?s up, how are you? Here?s what?s up with me.? Reconnect.

3) If that goes well, bring up scheduling something. ?Good talking to you the other day. What?s your schedule like next week? Want to have lunch or coffee on (specific time) or (specific time)?

Sometimes it?s easier for people ? especially people who are busy, introverted, easily overwhelmed ? to react to specific suggestions (even if they aren?t free during those times) than the question ?When can we hang out?? or ?Want to get together sometime?? which can feel too open-ended.

Someone who wants to see you will get back to you pretty quickly ? within a day or three ? and pick one of your options or suggest something else and you?ll work it out. There is rarely a need to go into ?I NEVER SEE YOU WHY IS THAT? mode unless something else isn?t working about the friendship and you have some issues to hash out.

If this all feels like too much work and you feel resentful and annoyed because you deserve the other person to meet you halfway and why can?t they just see that and do their part? ?Maybe you?re right. Maybe you do deserve more. Maybe it is too much work. Only you can decide if the connection is ultimately worth it and if there?s hope of achieving reciprocity and equilibrium in the relationship.

4) I realize that some of this has to do with expectations ? setting expectations, differing expectations: ?A friend or family member will always come to my gatherings because it shows that they care about me? vs. ?A close friend or family member will understand that I will show up when I can and that our bond is fundamentally strong.?

Obviously I?m way more biased toward the second camp. (Sorry, Mom!).?I cherish my friendships deeply but hold them pretty loosely. Friendships ebb and flow and change. Because we?re all scattered, I can go years without seeing people in person and then see them and feel like no time has passed because the love and the bond is so strong. I?m glad the internet is here to help us stay connected to each other over time and distance. And I think we?re probably all better off if we don?t treat fun celebrations as Relationship Tests.

Whichever camp you fall into, if something really isn?t working and you need to have a tough conversation with someone you care about about what you need in order to feel loved the way you deserve, as always, I suggest asking the other person for the best case scenario. ??How would you like this to work in a perfect world where you get everything you want?? Ask them to lay out a vision for how things could work. ?You may find that you can?t or don?t want to give them what they are asking for, but at least you?re negotiating from the most positive possible place.

So, LW, sorry for the long tangent, but I think everyone could stand to be a little more aware of the ways we exert pressure on each other around this stuff. ?Can?t make it, I have to work? is not the opening salvo in a negotiation about whether you really can make it after all or, dear sweet baby Jesus, an opportunity to try to talk you out of or dump on your chosen career.

Even if your chosen career weren?t necessary for people staying and being alive, this stuff would be out of line.

So. Here are some strategies that may work for you. I?m sure commenters will have more.

First, have a serious talk with the worst offenders among the people ?you are closest to.

?________, I want to talk to you about something that?s been bothering me. I need you to listen all the way through without interrupting me and then I?ll ask for your thoughts. Can you do that for me??

Get them to agree. Then continue.

?I don?t make my own work schedule. And sometimes that means that I take my turn working holidays so that my coworkers can be with their families. They do the same for me. There is no way to shut hospitals down over the holidays ? sick people need care all the time ? so this is how we handle it. I love spending the holidays with you, but if I tell you that I?m scheduled to work on a particular day, that?s it ? that?s final. I am working that day. I know you would rather have me at home, but I need you stop pressuring me about asking for the time off and trust that I?ll join you for the parts of the celebrations that I can. Can you do that??

And then listen to what they have to say. Hopefully they?ll be cool. Maybe they won?t be. Get ready for the derails:

?If you really wanted to then you would?.?

Response: ?What I want is to see you when I can see you, and to be fair to my coworkers and take turns when it is my turn. And I want you to accept my reasons and not badger me about it, okay??

?Can?t you change this one time for event X??

Response: ?Not without giving up another holiday in its place, so I?d rather just take my turn when it?s scheduled.?

?But X will be ruined if you don?t come!?

Response: ?Wow, that?s too much pressure! I don?t want the power to RUIN holidays for people. I?m still going to go ahead and work my scheduled shift, so I hope you can find a way to have fun without me.?

?You could always look for a normal job with normal hours?.?

Response: ?...or I could keep doing what I love, even if it means working the occasional holiday, and you could stop pressuring me about this and being disrespectful to what I do.?

Bonus Script: ?Of course I love celebrating with you when it?s possible for me to do so, but it means a lot to me to be able to take my turn so that my colleagues can also have time with their families and my patients can be cared for. I wish you could see it as part of being good at what I do, rather than something that competes with how much I love and value you.?

I?m grateful to every nurse, subway & bus driver, airport ticket agent, bartender, grocery store employee, and especially movie theater employee who works on major holidays so that the city keeps going and people can be with the ones they love. Don?t let people talk you out of important work (and time & a half holiday pay) and disrespect what you do.

Maybe pay attention this week to how many small moments of social coercion you run into. How many times do people fail to take you at your word? How many times do you find yourself pushing people? It would be interesting to compare data.

Budget deficit nearly doubles year-on-year in September | Economy ...

The national budget deficit reached P34.854 billion in September, nearly twice the P18.501 billion a year earlier, as the government continued to spend for programs and boost revenues, the Department of Finance (DOF) reported Wednesday.

This brings the deficit in the first nine months of 2012 to P106.05 billion, well below the government's deficit ceiling for 2012 of P279 billion, or 2.6 percent of GDP, for this year.

Its current fiscal position gives Philippines enough space for to finance its projects, said Finance Secretary Cesar Purisima.

In September, revenues increased by 0.9 percent?to P105.309 billion, while expenditures rose 14.1 percent to P140.163 billion.

In the first nine months of the year, ?government raised P1.118 trillion in revenues ? 10 percent more than it raised in the same period in 2011; expenditures, meanwhile, grew by 14.5 percent to P1.225 trillion from P1.070 trillion.

?With the higher expenditure growth due to improving absorptive capacities of departments and agencies, we are again confident that government spending will again contribute significantly to economic growth in the third quarter,? said Budget Secretary Florencio Abad.

Collections

The Bureau of Internal Revenue took in P71.036 billion in September, a 6.7-percent rise from P66.547 billion int eh same comparable period. In the nine months to September, the BIR?s collections climbed by 12.6 percent to P772.468 billion from P686.260 billion.

BIR Commissioner Kim Henares said the bureau will likely reach an unprecedented P1 trillion in collections in 2012, though its actual target of P1.066 trillion will be harder to reach.

?Our aggressive efforts to improve tax compliance [have] consistently generated fiscal space to provide funding for the Aquino administration?s spending priorities,? said Purisima.

The Bureau of Customs also showed an improvement in its collections last month, with P23.208 billion or 2.6 percent higher year-on-year from P22.408 billion.

In the first nine months to September, the BOC?s collections increased by 9.8 percent to P213.656 billion from P194.607 billion.

The BOC?s target for 2012 is P347 billion.

Purisima said he hopes the Senate will approve a measure that would bring revenues from sin taxes to at least P40 billion a year.

?We have no reason to doubt the pronouncements of the acting chair of the ways and means committee, Senator Frank Drilon, that the Senate will maximize the health and revenue impacts of the reform of excise taxes on tobacco and alcohol,? he said.

1. CYCLING UNION STRIPS ARMSTRONG'S TITLES
The International Cycling Union, the sport's governing body, agreed on Monday to strip retired cyclist Lance Armstrong of his seven Tour de France titles, saying that Armstrong "has no place in cycling." The decision follows this month's finding by the U.S. Anti-Doping Agency that there is "overwhelming" evidence that Armstrong was involved as a professional cyclist in "the most sophisticated, professionalized, and successful doping program." Armstrong has consistently denied allegations of doping that have dogged him for much of his career. [CNN]

2. OBAMA AND ROMNEY TIED ENTERING FINAL DEBATE
In what is expected to be the final major event in the presidential campaign, President Obama and his GOP rival, Mitt Romney, are meeting in Boca Raton, Fla., Monday night for their third and final debate. 3. GUNMAN KILLS THREE IN SPA SHOOTING
Police say that a 45-year-old former Marine and car salesman, Radcliffe Haughton, walked into the Azana Salon and Spa in the Milwaukee suburb of Brookfield and shot seven women, killing three of them before fatally shooting himself. Investigators believe the deadly attack at the salon, where Haughton's estranged wife, Zina, worked as a hair stylist, was an offshoot of domestic violence. Zina Haughton had recently secured a four-year restraining order against her husband. 4. LEBANON CRISIS SPREADS AFTER ASSASSINATION
Lebanese troops battled gunmen in Beirut suburbs on Monday as the country sank deeper into a political crisis following the assassination of a senior intelligence official, Brigadier General Wissam al-Hassan, in a car bombing last week. Four people were also reportedly killed in clashes in the northern city of Tripoli. The violence fueled fears that the civil war in neighboring Syria was spilling over the border and rekindling sectarian divisions in Lebanon, upsetting a fragile political balance.?[Reuters]

5. ASSAD AND REBELS BALK AT SYRIAN CEASEFIRE
A car bomb exploded and killed 13 people Sunday in Damascus, Syria's capital, as U.N.-Arab League envoy Lakhdar Brahimi met with President Bashar al-Assad to discuss a ceasefire. Brahimi is trying to get Assad and the rebels trying to topple him to agree to stop fighting during the four-day Eid al-Adha Muslim holiday, which starts Friday. The Syrian government says it supports the envoy's efforts. Brahimi says he has discussed his truce proposal with opposition leaders, who have given him "promises" but no "commitment" to suspend fighting. [Voice of America]

6. JORDAN FOILS TERRORIST PLOT
Jordan's government says it has arrested 11 men linked to al Qaeda's Iraq affiliate who were plotting a major terrorist attack that was to include near-simultaneous strikes similar to the Mumbai attacks of 2008. The government says the alleged plotters, all Jordanian nationals, had amassed a huge arsenal of explosives and weapons from the battlefield in neighboring Syria, and intended to divert security forces with attacks on shopping centers and cafes, then launch a wave of attacks against government buildings and embassies, including America's. 7. APPLE READIES HALL FOR UNVEILING
Apple has begun putting up decorations in a theater in San Jose, Calif., for its long-awaited Tuesday media event, where the iPhone-maker is expected to unveil a smaller, cheaper, 7.85-inch version of its wildly successful iPad tablet. The company last week sent out invitations saying "we've got a little more to show you," although it hasn't confirmed the long-awaited iPad Mini would be the focus of the event. 8. CASTRO LETTER REFUTES DEATH REPORTS
Cuba's state-run press on Monday published a letter attributed to Fidel Castro, in which the former Cuban leader blasted reports that he was dead or near death as "stupidities" spread by his countries enemies and gullible news agencies. Last week, Miami's Spanish-language El Nuevo Herald quoted a doctor saying the aging revolutionary was in a vegetative state after a massive stroke. The article, in Communist Party newspaper Granma, was accompanied by photographs showing Castro walking outside wearing a straw hat. 9. LONDON TERROR PLOT SUSPECTS FACE TRIAL
Three British men went on trial in London on Monday for plotting a campaign of potentially devastating suicide bombings. Security officials foiled the plan, prosecutor Brian Altman told a London court, but it could have been "greater than the London bombings in July 2005 had it been allowed to run its course." Lindsay Lohan's father, Michael, says he plans to ask a court to appoint someone to look after the troubled movie star, according to TMZ. Lohan's mother, Dina, says the attempted intervention is a "sole act by my ex" who is using an "extreme antic" to get his name in the news. TMZ, however, says Lohan's management team and lawyers endorse Michael Lohan's attempt to get a conservatorship for his daughter, who he says needs help kicking substance abuse problems.?[TMZ]

Review: Tusker House at Disney's Animal Kingdom | the disney food ...

It?s been a LONG time since we?ve talked about Tusker House, so let?s get down to business!

I consider this sprawling restaurant within Disney?s Animal Kingdom to be one of the best-kept secrets when it comes to Disney World character meals.

Yep ? Tusker House is known for its bounty of African dishes, but it?s also a character dining destination. BUT ? if you?re coming for the characters, be sure to book your ADR for breakfast and lunch. Mickey and friends don?t make an appearance for dinner.

Atmosphere

Animal Kingdom is one of my favorite Disney parks due to its truly incredible themeing, and Tusker House takes this one step further.

It?s one of the Disney restaurants that doesn?t just incorporate theme on the surface ? I could spend hours exploring all of the specialty decor, finishes, and props Imagineers have added to this massive restaurant.

You?ll enter the restaurant through the village of Harambe in Animal Kingdom?s Africa, and Tusker House serves as Harambe?s ?open air? market on the edge of the Harambe Wildlife Preserve. The podium for the restaurant was outside during our visit. Once you check in, you have the option to wait at a few outdoor tables that are leftover from the days when Tusker House was a counter-service restaurant.

Also, next door is one of our favorite watering holes ? the Dawa Bar. This is a great spot to order up an African Margarita or an African beer while you?re waiting for breakfast or lunch.

Once you?re inside the restaurant, you?ll have a chance to look around and take in the rich detail. The restaurant is a buffet, and the food is set up in the open air market I mentioned previously. But the seating areas are themed as a Safari Company?s offices and waiting areas!

Even though the interior is sub-divided into several dining rooms, windows like this one allow light and air to circulate, and add to the themeing. Check out that carving around the window!

Now that you?re seated, be sure to look around! You?ll find lots of themed wall hangings and authentic-looking signs that will keep you entertained between bites.

The main marketplace area of the restaurant is a massive, two-story room housing the buffet. The balcony that overlooks the market is laden with fun finds, like masks, fabrics, and more.

And don?t forget to look up! A place with lots of sunshine demands an inventive solution for shade during the day. These lengths of fabric filter light beautifully but still provide protection.

And because we visited at 11am, while they were still serving breakfast and switching over to lunch, there were toasters for bread and bagels as well.

Another fun draw to Tusker House? Characters for breakfast and lunch! Mickey, Donald, Goofy, and their friends delight guests with lots of personal attention, and it?s a bonus that they?re dressed in seriously fun safari gear!

But beyond the characters there are some awesome dishes, so let?s have a look!

Eats

First up, I?ve gotta tell you about the juice!! As I mentioned, Tusker House is a buffet restaurant, which means it?s all-you-care-to-eat for one price. If you wish (and I DO!), you can start your meal with a fun concoction called Jungle Juice. This is a fan favorite, and with good reason!

An exotic mix of passion fruit, orange, and guava juices, this is wonderfully sweet with just the right amount of a tart kick. While it?s part of your meal here, they?ve begun serving it in some other spots around Animal Kingdom, including Harambe Popcorn just outside Tusker House.

The same stuff is known as Lilikoi Juice at Kona Cafe in Disney?s Polynesian Resort; and it?s very similar to another guest favorite, Frunch, which is served at Boma in Disney?s Animal Kingdom Lodge. So now that you?re clear on your juices, let?s move on. :-)

Breads, Spreads, and Chutneys

Because we were there in late morning, we had the best of both worlds! Items from breakfast and lunch were available at the same time! An assortment of bagels and quick breads were still on the buffet while we browsed.

The quick breads here are fantastic! They are so moist and flavorful, it?s tempting to fill up on them. But save some stomach space for the other goodies!

You?ll also find some unique flavors here, like the yeast-based Chocolate Mango Bread!!!! and the Mealie Cornbread, which has large pieces of corn in it. Both are delish and deserve a spot on your plate!

If it?s lunch that you?re interested in, you?ll find an interesting assortment of flatbreads like Pita and Lavash along with lots of toppings and spreads.

Spreads and chutneys run the gamut here. There?s Tabouleh and Hummus from North Africa, Spicy South African Preserves, and Sambals from Suriname. It?s a wonderful tour of Africa on your plate!

If salads are a favorite for your family, Tusker House offers plenty for the traditional and adventurous eaters. Check out this Apple and Endive Salad!

Entrees and Sides at Tusker House provide a bounty of beautiful and exotic flavors! I guarantee that you?ll see foods here that you won?t see in other places at Disney, unless you frequent some of the other African themed restaurants, like Sanaa or Boma. Even so, the sheer volume of variety + characters makes this an excellent choice.

Fans of soup will love this hearty Ham and Bean version.

As with the salads, you?ll find an array of sides that are quite unique as well ? but there are also familiar options for the less adventurous eater. Love couscous? You?ll have multiple varieties to try, from a Tunisian Couscous Salad to Pearl Couscous with Sweet Basil.

Likewise, there are several varieties of rice, some cold and some hot, so that you can taste this staple made in different ways. You can also use it as a base for some of the wonderful meat-and-sauce or vegetarian dishes that we?ll see in just a minute.

There aren?t many pasta dishes offered, but this Orzo Pasta with Olives and Feta brings a taste of the Mediterranean to the party.

But potato lovers, never fear! You?re covered too, with both rustic Mashed Potatoes as well as wonderful Roasted Potatoes served with a rich brown Gravy.

The Potato and Pea Samosas are very, very good as well. Fans of Sanaa will be familiar with these little vegetarian savory pockets.

And of course, there is a wide array of vegetable dishes ranging from more familiar combinations like Green Bean Salad with an Onion Vinaigrette, to exotic choices like a Casserole of Sweet Potato with Coconut.

There are also a number of entrees that are braised or roasted, including this tasty Spiced Vegetable Tofu.

One of the best dishes to try ? and I guarantee you won?t find this one on the menu of Chef Mickey?s ? is the Beef Bobotie.

Largely considered the unofficial national dish of South Africa, this savory meat and egg casserole is normally found on the breakfast buffet here, so we were able to sample it during our visit.

Seafood Stew with a sweet Tamarind BBQ Sauce is full of scallops, shrimp, and mussels, and makes a hearty meal when served over rice.

Consistently one of my favorites, Cape Malay Curried Chicken is very good, with its complex and slow-cooked flavors.

I skipped the Baked Salmon :-) , but it?s certainly impressive and I bet it would please fish lovers. Keep in mind that peri peri is chile sauce, so I?d expect this dish to have some zip to it.

Ah! And now we have finally arrived at the meats! Tusker House boasts eighteen feet of rotisseries, known as the ?Wall of Flames,? where chefs spit-roast meats throughout the day. It?s pretty impressive to see! As a result, you?ll see plenty of meats and poultry on carving stations and in serving dishes.

The Berbere Rubbed Roast Beef is delicious.

But if there is one rotisserie option that you must try, it?s the Kenyan Coffee Barbeque Pork. Juicy, expertly cooked meat is slathered with a rich, sweet barbeque sauce, making for a flavor that?s perfect African-American fusion!

For the Kids (And Picky Eaters!!)

As with every Disney buffet, there?s a section that?s for the less ?culinarily adventurous? (I just made that word up) here, too! On the day we visited, we found plenty of sandwich fixings, as well as other kid-friendly foods, like applesauce.

I was pleasantly surprised to see one of my favorite treats here, too: Corndog Nuggets! Look out, kids. I am totally snagging some of these for my plate!

Buffets are such a terrific option for junior diners. The atmosphere is laid-back and un-rushed, and there are lots of options for them to try. If they don?t like one dish, they can always head back and try another selection.

Super Cheesy Macaroni and Cheese (do I detect plastic cheese in there?) is another popular option on the kids? spread?and another dish I figure a lot of adults are dipping into.

And while there are lots of veggies available at Tusker House, these Green Beans in Olive oil are a nice simple choice for people who like an uncomplicated approach.

And with that, we were ready to turn our attention to sweets!

Desserts

While it was a holdover from the breakfast menu, I had to show you the Cinnamon Rolls, with their thick glaze and rich cinnamon ribbon.

Everything on the lunch dessert buffet was tasty and fresh as well. I managed to leave just enough room for a sample of my favorites.

This Fruit Cobbler is out of this world! I can never pass it up. Today?s version featured peaches and cherries.

The Banana-Cinnamon Bread Pudding is very good as well?and of course, you can snag some of that Vanilla Sauce to pour over or dip other dessert selections.

My favorite offering on this day had to be these little Pecan Chocolate Tarts, though. The rich, decadent, chewy treats were amazing! I totally stole some for later.

Overall

I love Tusker House, and there are many reasons for that. In a place where buffets and character experiences are bountiful, it sets the bar just a little higher with interesting (and delicious) foods and top-notch character interaction.

That unique menu really gives Chef Mickey?s or Crystal Palace a run for their money in my opinion, and it can really relieve some of the theme park food tedium you might experience during a Disney World visit with kids who aim for burgers and pizza at every restaurant.

The menu of African-inspired flavors is varied enough to be interesting, while offering familiar foods that will satisfy the most narrow palate in your group. And with endless options and an all-you-care-to-eat format, you can sample until you find something to enjoy.
